The User Privilege Error may occur if your game launches in ‘Offline’ mode or if you have certain settings disabled on your Xbox profile. This error may also gray-out the Multiplayer icon on the Main Menu.

If the game was unable to connect to the internet during launch, then it responds as if you are offline. Check that your machine is connected to the internet before you launch the game.
🛠 Disable your antivirus and firewall.
Try disabling your antivirus program and firewall and re-launching the game. Make sure the program is not running in the background.
🛠 Microsoft Store: Sign In to Xbox Before Launch.
For Microsoft Store users, if the game is unable to connect to Xbox services, you may get this error. Please try completing login to Xbox using the button in the top-right on the Main Menu. Then close the game, wait a few minutes, and relaunch the game.
🛠 Check Your Xbox Permissions.
