This is often due to an error or corruption in the installation of the Microsoft Store. Resetting your Microsoft store app usually works, though sometimes takes multiple tries:
🛠 Verify that you have enough storage space to download and install the game.
You will need at least 30 GB of hard disk space to install the full game.
🛠 Close the Microsoft store with the Task Manager and then try the download again.
🛠 Check for pending Windows updates.
Verify that there are not any pending Windows updates. While you may be on an up-to-date version of the OS, there may be essential application updates waiting to install. Be sure to restart your device after installing any updates.
🛠 Reset the Microsoft Store App.

Make sure you reboot your machine before trying to download the game again.
